Why is the urban scale of Vancouver, Canada being held back?

There has been a tremendous push to stunt or thwart the scale of Vancouver for generations.

While on the surface a no freeway mandate makes sense for not carving up the city, but the mostly narrow bridges don't have proper bus and HOV lanes.
