A 35 story building in little provincial backwater Victoria is too much big city scale stuff for some people to take.

The Harbour Centre in Vancouver https://www.youtube.com/watch?v=mVO_5SZxjWk (THC) Stump or tower? https://www.skyscrapercenter.com/building/harbour-centre/4144

The office floors of THC don't even make to 30. However, the base of the flag-pole would be equivalent to a 40 story office tower. THC should have been around the size of the 222 m (728.3 ft) Hopewell_Centre_(Hong_Kong), but that's what a big city would do, not a provincial backwater like Vancouver.

So far, a 70 story tower in Vancouver still isn't allowed. because that's what a big city would do.
