Delta has the big seaport and Richmond has the airport, and for such a long time the highway tunnel is only 2 lanes each way.

Despite being in what is supposed to be a major port region, the new Richmond-Delta+Tunnel won't have 2 separate truck lanes. Not having a future provision for 2 BRT lanes and 2 LRT tracks is just as foolish.
