A SkyTrain+line+from+Whalley+to+Newton and onto White Rock would make a lot of sense. However in the meantime, an express bus line from Surrey_Central_station to Newton_Exchange and especially onto White_Rock_Centre would be so much cheaper than the Skytrain. Eventually, SkyTrain+to+Newton and White Rock will be quite necessary.
