Indeed, Winnipeg, like Edmonton and Calgary don't have something like a Burnaby next to them, or a Surrey & Coquitlam close by. While Vancouver barely makes it into the top 10 biggest cities in Canada, Greater Vancouver is still the 3rd largest urban region in Canada. However, so much of the urban scale and infrastructure is being heled back.

The biggest cities in Canada don't have anything like a VMV to thwart or impeded their scale. Thus, Toronto, Calgary, Montreal & Edmonton all have taller buildings than stunted Vancouver. Edmonton and Montreal, like Seattle and Perth, WA are allowed to have wider bridges. Most major cities around the world have longer trains than what's in provincial Vancouver.

Is there a Canadian Mind Virus (CMV)? Of course not officially. Fortunately, nothing like a CMV ever made it to Australia. Otherwise something absurd like provincial Trade Barriers could have really thwarted things down under.

Edmonton & Calgary, Seattle & Portland are able to have wider bridges & roads, and even longer trains than Vancouver to Richmond & Vancouver to Surrey-Langley. 

Fortunately, the Pacific Rim part of Australia hasn't been trapped in a provincial backwater mentality like the Pacific Rim part of Canada. For too long there has been a keep BC small and backwards mindset. AKA, the BC Mind Virus (BCMV).

Running short & frequent trains could be seen as a cost saving measure initially, but unless there is a genuine to have proper long big city type trains, the BCMV still wins out. The fanatical approach to keep most of the bridges in BC so narrow has made it very difficult to have a proper regional express bus network, let alone BRT. 

The 3 main seaport regions of BC, Greater Vancouver, Victoria-Nanaimo-Kitimat should become proper big city ports on the Pacific Rim. BC is 23 times the size of Switzerland, yet it doesn't even have the population of 1 CH. Canada in turn, has less than half of 1% of the worlds population.

Only 2 buildings in restrictive Vancouver have been allowed to be taller than the Cairo_Tower and the Space_Needle. Only 1 building in Vancouver has been allowed to be taller than the Calgary_Tower. 

Vancouver is about implementing short buildings, short trains and narrow bridges. Its just not economically viable to have too many 3rd world refuges, when more higher income people can actually help to balance things out. However, using overlapping environmental controls would be a very clever way to maintain the KEEP THEM OUT AGENDA.

Indeed, the objective was to have infrastructure deliberately designed to just be another Half-A$$ED small-scale backwater BC joke.

Let it fall-apart like the crappy & inadequate Pattullo+Bridge, then just build a half-size joke. It's all part of the mentality to not want more people living in BC, which is almost 2 dozen times larger than Switzerland.

Fortunately, enough people believe in a growing Vancouver & BC, so the new Vancouver+Aquatic+Centre will be a proper big city infrastructure redevelopment. While the argument to just build a half-size facility to save money might make sense to some people, unless it was designed to eventually be brought up to a full-size standard, it's a sad joke.

The Burrard+Street+Bridge (BSB) was originally planned to have a permanent 6 lane upper deck & 2 streetcar tracks on a lower deck. Unfortunatly, the BSB was Vancouverized to become scaled back & remain incomplete. Had there been a nice & wide bike-bridge built next to it, then the BSB could have still had a 6 lane deck. Then there could have been either 2 bus lanes or 2 HOV lanes. Unfortunatly, everything is funneled into just another 4 lane BC bridge. 

Since backwards Vancouver wants to be one of the last major cities to bring back streetcars & tram-trains, there has been a mutigenerational lack of interest in completing the lower streetcar deck.

Just because Canada is a vast, underpopulated country, there should have been a long term, 4 track intercity linking plan. 6-8 tracks in the larger cities. Almost every major city eventually being connected with at least 1 freight track & 1 passenger track, each way. Plus, an east-west high-speed line to almost or sort-of compete with air travel.

Even when the railroads were first built in Canada, there should have been 2 tracks on all the main lines. Thus, any bridge & tunnel should have been wide enough to immediately or gradually accomodate 2 sets of tracks.

Senakw should have had at least 2 or 3 towers much taller than the Living_Shangri-La, the tallest in Vancouver at 200m. Something like the Crown_Sydney scale, is banned in Vancouver, but it's no problem for big thinking cities like Sydney & SF.

The plan was to continually thwart Vancouver, Victoria & Kelowna for as long as possible. That in turn slows down the few key areas of urban grown in BC. NSW & California, just never had the same, KEEP THEM OUT MENTALITY. Thus, they were able to think & properly plan for growth. There seems to be an unwritten rule, that as long as Vancouver can do things which are impressive to Kelowna-Victoria-Prince+George-and-Kamloops, that's good enough.

Sydney, NSW & SF, California just were never under the extreme restrictions that Vancouver has. Plus, Syd & SF haven't been under a multigenerational agenda to keep holding those scenic cities back. 

Sydney and SF aren't afraid to build taller next to a bridge, like Vancouver is.

Korea, the UK, CH & Germany, has already been able to accommodate many more people. However, most of the world is non-white & some parts of Canada still want to hold onto the old White British Colonial mentality for as long as possible.
